For the Smoked Clam Dashi: Combine 3 cups of cold water and kombu in a small pot over medium-low heat. Bring slowly to a gentle simmer (do not boil), then remove kombu. Add clams, cover, and steam for 3-4 minutes until clams open. Strain liquid, reserving clams for garnish or another use.
