To prepare the Artichoke Barigoule: In a small saucepan, heat 2 tablespoons of olive oil over medium heat. Add half of the minced shallots and the carrot brunoise. Sauté for 3 minutes until translucent but not colored.

Add the trimmed baby artichokes, thyme sprigs, 100ml of dry white wine, and the fish stock to the saucepan. Bring to a gentle simmer, cover with a cartouche (parchment paper lid), and cook for 15-18 minutes until the artichokes are tender. Set aside in their braising liquid to keep warm.

For the Lemon-Verbena Beurre Blanc: In a small reduction pan, combine the remaining shallots, the remaining 100ml of white wine, white wine vinegar, and 8 lemon verbena leaves. Bring to a simmer and reduce until only about 2 tablespoons of liquid remain. Strain the reduction through a fine mesh sieve into a clean saucepan, pressing to extract all juices.

Add the heavy cream to the reduction and bring to a bare simmer. Lower the heat to low. Whisking constantly, add the cold cubed butter one piece at a time, allowing each to emulsify completely before adding the next. Once all butter is incorporated, season with a pinch of salt. Mince the remaining 4 lemon verbena leaves and stir into the warm sauce. Keep warm in a bain-marie (do not boil).

For the Turbot: Pat the turbot skin completely dry with paper towels. Season the flesh side with salt. Heat the remaining 1 tablespoon of olive oil in a non-stick pan over medium-high heat. Place the turbot fillets skin-side down in the pan, pressing gently with a spatula to ensure flat contact. Cook for 4 minutes until the skin is intensely golden and crispy.

Turn the fish over carefully, add a small pat of butter to the pan, and baste the skin for 1 minute. Remove from heat and let the fish rest in the warm pan for another minute to finish cooking gently.

Quickly blanch the sea beans in boiling water for 30 seconds, then shock in ice water. Drain and toss with a drop of olive oil.

To Plate: Spoon a generous pool of the Lemon-Verbena Beurre Blanc onto the center of four warm shallow bowls. Arrange the warm artichoke halves and sea beans elegantly. Place the pan-roasted turbot fillet, skin-side up, on top. Garnish with additional fresh herbs if desired, and finish with a sprinkle of fleur de sel on the fish skin.
