In a medium saucepan, combine the chopped parsnips, heavy cream, whole milk, and the scraped vanilla bean (both pod and seeds). Bring to a gentle simmer over medium-low heat and cook until the parsnips are completely fork-tender, approximately 20 minutes.

Remove the vanilla pod from the saucepan. Transfer the parsnips and half of the cooking liquid to a high-powered blender. Add 2 tablespoons of cold butter, then blend on high speed until completely smooth, glossy, and velvety. Adjust consistency with additional cooking liquid if needed, season with sea salt, and pass through a fine-mesh chinois. Keep warm.

Pat the duck breasts dry with paper towels. Using a very sharp knife, score the skin in a tight crosshatch pattern, being careful not to cut into the flesh. Season both sides generously with kosher salt and freshly cracked black pepper.

Place the duck breasts skin-side down in a cold, dry skillet. Place over medium-low heat. Slowly cook for 10-12 minutes to render the fat, periodically pouring off the rendered fat, until the skin is deeply golden brown and incredibly crispy. Flip the breasts and sear for another 3-4 minutes for medium-rare (internal temperature of 130°F/54°C). Transfer to a warm board and let rest for 8 minutes.

Wipe excess fat from the skillet, leaving about 1 teaspoon of residue. Add the sugar and red wine vinegar, stirring over medium heat until the sugar dissolves and begins to caramelize into a light amber. Stir in the halved cherries, duck stock, and lavender buds. Simmer until the sauce reduces to a rich, syrupy glaze (about 6-8 minutes). Remove from heat and whisk in the remaining 1 tablespoon of cold butter to emulsify.
