Prepare the leeks: In a wide saucepan, combine the trimmed baby leeks, 50g of butter, a pinch of fleur de sel, and 50ml of water. Cover with a cartouche (parchment paper lid) and cook over low heat for 20 minutes until completely tender and translucent. Keep warm.

Reduce the Champagne base: In a small copper saucepan, combine the finely brunoised shallots, Champagne, and fish fumet. Simmer gently over medium-low heat until reduced to approximately 3 tablespoons of syrupy liquid.

Emulsify the sauce: Strain the reduction through a fine chinois, pressing gently to extract maximum flavor, then return the liquid to low heat. Whisk in the cold heavy cream, followed by 100g of cold diced butter piece by piece, emulsifying constantly until thick, glossy, and velvety. Season with a drop of lemon juice and white pepper. Keep warm over a tepid bain-marie.

Cook the turbot: Season the turbot fillets with fine sea salt. Heat a stainless steel pan over medium-high heat with a splash of neutral oil. Add the fish flesh-side down and sear for 2 minutes to achieve a delicate golden crust. Turn heat to medium-low, flip the fish, and add the remaining 50g of butter, crushed garlic, and thyme sprigs. Arroser (continuously spoon the foaming brown butter over the fish) for 3 to 4 minutes until the core reaches 48°C (118°F). Remove from heat to rest for 2 minutes.

Aerate the sauce: Just before plating, aerate the warm Champagne beurre blanc using an immersion blender to produce a light, cloud-like foam.

Plate and finish: Place two warm confit leeks parallel in the center of four warmed shallow ceramic bowls. Rest a glazed turbot fillet gracefully atop the leeks. Spoon the warm Champagne emulsion liberally around the base. Crown each fillet with a quenelle of Ossetra caviar and delicate chervil sprigs. Serve immediately.
